Public Appointment of Vice Principal Alameda High School Background: The Board approved the appointment of Dorothy Wiggins as Vice Principal of Alameda High School. Strategic Significance: Goal #3: Staff Recruitment, Assignment and Retention 3. Public Appointment of Vice Principal Chipman Middle School Background: : This item was removed and the appointment will be made a later meeting. 4. Public Appointment of Principal Edison Elementary School Background: The Board approved the appointment of Marcheta Ganther-Williams as the principal at Edison Elementary. Public Appointment of Vice Principal Encinal High School Item Type: Action (5 minutes) Background: The Board approved the appointment of Michael Cooper as the Vice Principal for Encinal High School. Strategic Significance: Goal #3: Staff Recruitment, Assignment and Retention 6. Public Appointment of Interim Chief Personnel Officer Item Type: Action (5 minutes) Background: : The Board approved the appointment of Don Sherratt as the Interim Chief Personnel Officer. Strategic Significance: Goal #3: Staff Recruitment, Assignment and Retention 7. Resolution No. 05-3980 Intent to Dismiss Classified Employees Union - Local One Background: Due to a reorganization of the Food Service Department, staff recommended the elimination of the Food Services Manager position at the Woodstock Child Development Center. A 5.5 hour Lead Cafeteria Worker is proposed to replace this position. The Board approved the recommendation. Fiscal Implications: Savings of $18,000 Strategic Significance: Goal #3: Staff Recruitment, Assignment and Retention 8. PUBLIC HEARING: Re-Openers - California School Employees Association (CSEA) Background: The contract between the District and California School Employees Association (CSEA) expires on June 30, 2005. The openers for a new three year contract have been submitted by CSEA. This is the second public hearing. The District will submit their reopeners in early September.
The Board accepted the reopeners. Fiscal Implications: Unknown Strategic Significance: Goal #3 - Staff Recruitment, Assignment and Retention 9. Report on State Budget for 2005/06 Item Type: Information (15 minutes) Background: Due to a significant decline in enrollment, AUSD was faced with a projected $2,400,000 deficit for 2005/06. In February, 2005, the Board voted 5-0 to approve 2005/06 Spending Reduction totaling $1,625,000. In June, 2005, Alameda voters approved Measure A which will provide $3,000,000 in additional funds for AUSD. Subsequently, the Board approved the 2005/06 budget reflecting all of this activity. The approved District budget was based on certain State budget assumptions. With the passage of the State budget in early July, staff presented a high level review of the actual State budget. While the State budget did not contain required expenditures for STRS contribution, those savings were offset by the lost of mandated costs reimbursement and staff development funding. A detailed analysis of the impact on Alameda will be presented at the next meeting. Strategic Significance: Goal # 1-12 Fiscal 10. Approval of Superintendent Search Services Proposal Item Type: Action (15 minutes) Background: In April, 2005, former Superintendent Alan Nishino announced he was leaving the district effective July 1, 2005. The Board of Education made a decision to appoint Ardella Dailey as the interim Superintendent for the 2005/06 school year and begin conducting the search for a permanent Superintendent in Fall, 2005. The school board was looking for a cost effective process that provided flexibility in conducting the search. Initial research on placement services determined that all but one service provider charged full price for their services even if the placement was an internal candidate. The service provider who had a two tiered pricing structure was California School Board Association. The California School Board Association explained that two tiered approach allows for the process to end if the internal candidate is hired. They would charge $7,800 for tier one services. If full blown search is need the cost would be $13,000. The Board agreed to delay taking action until the next Board meeting to determine if there were any local individual capable of providing the same services at lower cost. Fiscal Implications: Costs will not exceed $13,000. Strategic Significance: Goal #12 - Community Involvement and Engagement
